mv118 has asked about this font on several different sites including WTF, and nobody has identified it, so I suggest that it might be a personal font, made by one of those on-line "make your own font" sites.

I don't think it's Serlio, or Times Roman for the bottom.

As you know there are many many serif fonts, and the difference between them can be very slight. Unfortunately your sample image is so low-res that we cannot get a good look at the subtle details.

I think that the bottom line of text is the same font as the other text, but the italic version.

Firstly, your sample is not a "block" type of font, it is a serif type.

You could simply use something like Publico or Capsa.
